When you’re in that position all you can do is buy the best you can afford. Read up on different brands to see which has the best reviews in your price range.

Something else that can help you simplify your makeup routine is to try some combo products. This can save you both time and money. BB creams can offer you the benefits of moisturizer, sunscreen and foundation all in one. Some mascaras have primers built into them.
